Joint action plan sets up new framework for Afghan-Pakistani co-operation

ISLAMABAD -- Pakistan and Afghanistan Monday (May 14) launched the Afghanistan-Pakistan Action Plan for Peace and Solidarity (APAPPS), a new framework for engagement, Dawn reported.

"Both sides agreed that effective and full implementation of APAPPS would contribute towards the common objectives of eliminating terrorism and achieving peace, stability, prosperity and development of the people of the two countries," said a joint statement from the foreign ministries of Pakistan and Afghanistan.

Pakistan and Afghanistan agreed on seven principles for the framework.

Both countries will take action against security threats to either country, deny the use of their territory to any anti-state elements and avoid border violations.

Meanwhile, the countries said they would jointly implement agreed actions through liaison officers, avoid blaming each other and instead use APAPPS mechanisms to address concerns, and establish working groups and the necessary co-operation mechanisms.

As part of APAPPS, Pakistan vowed to support the Afghan-led and Afghan-owned peace effort.

Six working groups are now operating, including those covering security and intelligence co-operation.
